BUSTR: Busting Reminder + PDA

Helps predicts how many jail busts you can make before the penalty jails you, adds a notification to the Jail icon. Adds a per-inmate "hardness" score to the jail list with a sortable easiest-first toggle. Works on desktop, mobile, and PDA.
